
Attracting InvestorsThe Ministry of Digital Transformation is preparing to launch a new investment mechanism for Diia.City resident companies. The initiative will be named Diia.City Invest, or Diia.Invest, and will initially focus on Ukrainian capital. Future plans include expansion to accommodate foreign investors.This was announced by the Minister of Digital Transformation of Ukraine, Oksana Ferchuk, during Global Tech Kharkiv 2026, as reported by the publication mind.ua.

According to the Minister, Diia.City must continuously evolve and offer new opportunities for the technology business sector.“If a product doesn’t change, it dies. Therefore, our product in the form of Diia.City must also develop. Diia.City Continues to Grow Amidst War
Ferchuk also highlighted that the technology sector demonstrates resilience even under the conditions of a full-scale war. The number of Diia.City residents, along with the amounts of taxes they remit, continues to climb.“The war, people leaving the country, businesses closing down, yet Diia.City residents have seen growth every year since 2022. Taxes from Diia.City residents have doubled annually since 2022. This illustrates the success of this approach,” she remarked.Read also

Separately, the Minister mentioned that the Ministry of Digital Transformation aims to discuss with businesses the specific support needed by technology companies operating in frontline regions. According to her, the ministry does not intend to unilaterally determine necessary tools without consulting with entrepreneurs themselves.“I want to look into and specifically ask companies operating in frontline territories what you need and what is lacking. I am ready to listen to you. I am interested in what troubles you and what ideas you have on how we can move forward more actively,” Ferchuk concluded.For reference, Diia.City is a special legal and tax framework for technology and IT companies in Ukraine. Diia.City residents benefit from special tax rates:
- 5% Personal Income Tax;
- 22% Unified Social Contribution based on the minimum wage;
- 5% Military Levy.
