When the new rules might come into effect
If the draft law is adopted by the Verkhovna Rada, the new regulations will come into force no earlier than 2027. Businesses, marketplaces, and delivery operators will have time to prepare for the changes.The Prime Minister has also instructed the Ministry of Finance and all responsible bodies to process the draft law with the parliamentarians at the committee level, as well as with representatives of all factions and deputy groups. What is known about the tax on international parcels
As a reminder, Finance.ua previously reported that the Verkhovna Rada did not support amendments to the Customs Code regarding the taxation of international parcels. This concerned amendments to draft law No. 12360, which proposed the abolition of the preferential threshold for parcels valued up to 150 euros.The document proposed to introduce taxation for all international parcels regardless of their value. Currently, shipments valued up to 150 euros are exempt from VAT and customs duties. In the version of the draft law agreed upon with the IMF, it was proposed to:
- retain the preferential regime only for non-commercial parcels up to 45 euros;
- not charge VAT and customs duties on such shipments;
- introduce a 20% VAT for parcels up to 150 euros;
- apply VAT and a 10% customs duty on the amount exceeding the limit for parcels over 150 euros.
The Minister of Finance of Ukraine, Serhiy Marchenko, stated that the draft law on parcel taxation is a necessary condition for receiving financing from the IMF and the European Union, and it must be adopted. “There is external pressure on this issue, there is an external request. We do not have the opportunity to remove this issue or somehow renegotiate,” Marchenko noted.
