The scheme included eight individuals, www.gp.gov.uaIn the Kirovohrad region, law enforcement officers have identified new participants in the illegal granite extraction scheme and documented a separate instance of state property misappropriation. Following the investigation, seven individuals have been notified of suspicion. The total amount of established damages from both episodes exceeds 1.55 billion UAH.This was reported by the Office of the Prosecutor General.In June 2026, the Kirovohrad Regional Prosecutor’s Office announced the initial findings of the investigation. At that time, it was determined that mining operations at the Sukhoklyiivske deposit continued after the special permit expired.
Over 375 thousand cubic meters of granite were illegally extracted from the deposit
According to the investigation, during the period of 2017-2021, scheme participants organized 12 mass explosions and illegally extracted over 375 thousand cubic meters of granite. The extracted raw material was processed and sold through a controlled enterprise.According to expert conclusions, the illegal use of subsoil resources resulted in state damages exceeding 1 billion 255 million UAH. Within this episode, an arbitration manager – the liquidator of the enterprise – was previously notified of suspicion.
Law enforcement officers have identified another episode
During further investigation, other participants of the scheme were identified, additional evidence was gathered, and another episode was documented.According to the investigation’s version, using a security and property storage agreement, the scheme participants misappropriated the extracted mining mass as state property.This concerns 375,213 cubic meters of granite with a total weight of over 994 thousand tons. Its value amounts to more than 295 million UAH.Thus, the investigation covers two episodes: illegal extraction of minerals of national importance and misappropriation of the extracted mining mass as state property.The total amount of established damages for these episodes exceeds 1.55 billion UAH.
Seven individuals have been notified of suspicion
According to the investigation, eight individuals were part of the scheme. Seven of them have been notified of suspicion under Part 4 of Article 240 and Part 5 of Article 191 of the Criminal Code of Ukraine. Another participant, the director of a commercial enterprise, is evading pre-trial investigation authorities.
